Mr. J. Jay Klein is an expert in the application of the Texas Risk Reduction Program (TRRP) and Louisiana Risk Evaluation/Corrective Action Program (RECAP) to the assessment and remediation of properties affected by releases from landfills, surface impoundments, incinerators, sumps, pipelines, railcar loading areas, petroleum exploration and production (E&P) sites, underground and aboveground storage tanks, and he is licensed by the TCEQ as a Leaking Petroleum Storage Tank (LPST) Corrective Action Project Manager (CAPM). He has provided RCRA hazardous waste permitting assistance to industrial clients, including the preparation of permit and compliance plan applications, modifications, amendments, and renewal applications.
Mr. Klein has over 30 years of environmental consulting experience and he is licensed as a Professional Geoscientist (P.G.) in the states of Texas and Louisiana. He has developed and implemented remediation strategies for chemical plants, product bulk storage terminals, petroleum E&P facilities, LPST sites, and sites involved in real estate transactions. As principal, he is responsible for all aspects of environmental consulting projects from proposal development through field implementation and reporting. He has proven capabilities in the areas of field sampling techniques, technical writing and review, project management, business development, and business administration.
